At the Baby Section, the young lady there got on her radio and called the store manager immediately upon my request, without delay.  I should not have had to wander the store in search of the manager in the first place.
Upon finally greeting the store manager, I explained all of what had just transpired.  She seemed troubled and concerned that this had happened.  We went back to the Customer Service Counter and she inquired about what happened and sent that young guy away and had him replaced by yet someone else.
While on the red phone with the Target toll-free number, "Me'al" from India spoke fast-paced broken English.  He could not find our registry because it had now expired.  After another half hour on the phone with him, he finally transferred me to the Online Dept for further assistance.  The Online Dept was also unable to help us.  I could see that my wife and I were wasting our time with these people.
I hung up the phone and grabbed my child and item and left the store, because dealing with Target employees is a colossal waste of one's time.  I looked at my watch on the way out of the store and it said about 7:15 PM.  At this point, my wife and I are starting a boycott of Target stores, due to their sick customer service standards that makes even Wal-Mart seem like a very nice place to shop.  How I was able to maintain my cool while being treated as poorly as I was is a mystery to me.
Now after wasting three hours of our time attempting to get a refund of an Online purchase at the Target Store in Lufkin, TX and with all of the 'red-tape' that the Customer Service Dept demanded, we still don't have a refund.
Based on the fact that the three Target employees at the front of the store blatantly told me that they would not call for the store manager for me, the rocket scientist at the Customer Service Counter being dishonest about exactly what he needed from us, my wife and I are deleting our Online account with Target, and we ask everyone else to do the same if they currently have an Online account.  We are also asking that everyone also join us in a
boycott of Target.  Further, we ask that everyone please take just a few minutes of your time to call the Target store in Lufkin, TX at
(936)-637-3000, and voice your concerns with management about their very grossly lacking customer service practices.
